Сделал все как сказано на сайте Microsoft.
1. Интегрировал сервис-пак.
2. Создал папку i386\$OEM$
3. Скопировал туда MUI. Получилось I386\$OEM$\MUIINST\
4. В папке i386\$OEM$ создал файл cmdlines.txt со следующим содержимым:

5. Файл muisetup.exe обновил до последней версии.

Записал все это на болванку. Никакой файл ответов не создавал и больше ничего не менял. Акромя свежего deploy.cab. Устанавливаю винду. Все встало ОК, кроме MUI. Сообщений об ошибках не выскакивало, но и МУИ не установился. Захожу в консоль и от туда даю аналогичную команду: muiinst\muisetup.exe /i 0419 /d 0419 /l /r /s
происходит установка без каких либо проблем. Так почему же она не произошла автоматически!?!?

потому и не работает - там параметр был типа OEMSetups...

Судя по документации, cmdlines.txt должен обрабатываться и при отсутствии файла winnt.sif...
непонятно...

Creating the Installation Share
Unattended installation of the Windows XP MUI requires that you copy all files from the MUI CDs to a distribution share. The files should be placed in a temporary directory under the $OEM$ directory. In this example, we use a server \\muicore. The directories for the MUI CD contents are:

\unattend
\$OEM$
\muiinst
Create Cmdlines.txt in \\unattend\$OEM$ with this text:

"muiinst\muisetup.exe [/i LangID1 LangID2 ...] [/d LangID] /r /s"
You must use quotation marks in your Cmdlines.txt file. Use the appropriate Language IDs (LANGID) and the MUISetup command-line options to ensure a quiet installation. See the previous section or Muisetup.hlp for a complete description of all the command-line options for Muisetup.exe.

Creating the answer file
For MUI there are two important sections in Unattend.txt: [RegionalSettings] and [GUIRunOnce].

The [Unattended] section header identifies that an unattended installation is running, and is required in the Unattend.txt file. Otherwise, the answer file is ignored.

The [Regional Settings] section specifies values for the language group and locales (user locale, system locale, and input locales) to install on the system. Values are specified with ID numbers, as listed in [RegionalSettings].

The language group necessary for the locales you specify must be installed. For example, if the locales are set to Arabic, and Arabic is going to be the default language for menus and dialog boxes, the Arabic language group must be specified in the [RegionalSettings] section:

Running Winnt32.exe
The final stage of the unattended MUI installation is to run Winnt32.exe with the correct options, as in this example:

winnt32.exe /unattend:path to answer file /copysource:lang /s:path to install source
If you require the installation of East Asian language and locale support, you must specify /copysource:lang or /rx:lang to copy the necessary language files. If you do not, and the [RegionalSettings] section of your answer file contains East Asian values, Setup ignores the [RegionalSettings] section.

хм... получается без использования Unattend.txt никак не получается... жаль...
просто при использовании файла ответов становится недоступным Аварийное восстановление системы...

положи winnt.sif на дискету и все, он сам подхватится... и еще, папка $OEM$ должна быть в корне CD а не в I386!
